You should already be able to operate your chosen aircraft and complete a basic flight offline. The focus is not on teaching the aircraft itself. It is on preparing you to fly online, communicate with live ATC, and understand what is happening throughout the flight.
No. This is an independent program created by TheFlyingATC. It is not operated or endorsed by VATSIM.
The examples and practical work are based on flying on the VATSIM network. I use my experience as a VATSIM C1 controller, I1 instructor, and virtual pilot, but the program is separate from VATSIM and its official training.
